About the Initiative
Mobile Justice Teams are groups of local and international experts and practitioners who collaborate with and support local justice actors, including Ukraine’s Office of the Prosecutor General (OPG) and Regional Prosecutor Offices (RPOs).
The teams work to strengthen Ukraine’s capacity to investigate and build complex command-level cases involving international crimes. They provide tailored technical and advisory support to prosecutors and investigators, promote the institutionalisation of international standards, and share best practices for investigating and prosecuting serious crimes.
Organised around thematic areas, the teams address context-specific and cross-cutting legal challenges. Their work focuses on the regions most affected by the conflict, supporting investigators and prosecutors in developing evidence-based cases and preparing comprehensive legal dossiers.
The initiative focuses on investigating, documenting, and preparing legal dossiers concerning international crimes, including crimes against humanity, committed in the context of the armed conflict in Ukraine. These investigations involve substantial volumes of digital and digitised evidence, requiring robust systems for evidence management, verification, preservation, analysis, and disclosure.
About the Role
The Case Manager will serve as the operational and data-management anchor of the Mobile Justice Team. The successful candidate will be responsible for designing, populating, administering, and maintaining relational databases; establishing and overseeing evidentiary workflows; safeguarding the chain of custody; and coordinating electronic disclosure and the presentation of case dossiers.
The role combines technical database administration with evidence management, investigative support, and case-file organisation. The Case Manager will work closely with legal professionals, investigators, digital forensics specialists, data engineers, and open-source intelligence (OSINT) analysts to ensure that evidence is systematically organised, securely preserved, accurately documented, and accessible to authorised team members.
The position also involves sharing best practices with project beneficiaries and supporting the effective application of international standards throughout the investigative and case-building process.
Key Responsibilities
1. Relational Database Administration and Data Architecture
Database Management and Schema Implementation
- Configure, maintain, and administer relational databases and specialised case-management platforms, including SQL-based systems, Relativity, Case Matrix Network, Nuix, Airtable enterprise architectures, and bespoke case-management systems.
- Design and implement database structures that systematically map entities, incidents, sources, locations, military units, chains of command, and legal elements of crimes.
- Maintain accurate, consistent, and searchable records to support complex investigations and the preparation of legal dossiers.
Data Ingestion and Normalisation
- Ingest large volumes of structured and unstructured information into the case database.
- Standardise and normalise metadata to improve consistency, searchability, and interoperability across evidence collections.
- Run deduplication procedures, coordinate or execute Optical Character Recognition (OCR), and resolve entity-disambiguation issues.
- Identify and reconcile variations in names, locations, military call signs, and other identifiers, including transliteration differences involving Cyrillic characters.
Advanced Querying and Cross-Referencing
- Execute complex Boolean searches, SQL queries, and relational database queries to cross-reference evidence across different investigative tracks.
- Identify connections between evidence relating to military units, command structures, bombardment incidents, detention facilities, and other relevant events.
- Support investigators and legal teams in identifying patterns, relationships, and evidentiary links that may contribute to the development of command-level cases.
System Integration
- Collaborate with digital forensics specialists, data engineers, and OSINT analysts to integrate external analytical tools into the primary case database.
- Support the integration of geographic information systems (GIS), spatial mapping applications, and timeline-visualisation software.
- Help ensure that integrated systems support efficient evidence retrieval, analysis, and presentation.
2. Evidence Management and Chain of Custody
Chain-of-Custody Maintenance
- Establish, implement, and monitor strict evidence-custody procedures from initial collection or receipt through storage, processing, and submission.
- Maintain comprehensive records documenting the handling, transfer, access, and processing of evidence.
- Ensure that evidence-management procedures align with applicable international criminal standards, including relevant International Criminal Court (ICC) Regulations of the Court and domestic criminal codes.
Digital Preservation and Verification
- Ensure that digital files, video captures, and web-scraped open-source evidence are hashed upon intake using cryptographic algorithms such as MD5 and SHA-256, as appropriate to the applicable evidence protocol.
- Ensure that evidence is securely archived and accompanied by comprehensive verification, provenance, and metadata records.
- Support the preservation and verification of digital evidence in accordance with recognised standards and best practices, including the Berkeley Protocol on Digital Open Source Investigations.
- Maintain reliable documentation that supports the authenticity, integrity, traceability, and appropriate use of digital materials throughout the investigative process.
Evidence Logging and Indexing
- Catalogue, classify, register, and index physical and digital exhibits in the master evidence registry.
- Maintain organised records of witness interview materials, expert assessments, intercept logs, and other investigative documents.
- Ensure that evidence records are accurate, complete, searchable, and appropriately linked to relevant incidents, sources, individuals, and investigative files.
3. Case File Organisation and Investigative Support
Dossier Compilation
- Support legal teams in assembling comprehensive factual and legal dossiers for pre-trial proceedings, indictment preparation, and other formal submissions.
- Prepare and maintain element-of-crime mapping tables, witness bundles, and supporting evidentiary materials.
- Organise evidence in a clear, structured, and traceable manner to support legal analysis, case preparation, and presentation.
Transcript and Translation Coordination
- Coordinate transcription, translation, and verification workflows for multilingual evidentiary materials, primarily in Ukrainian, Russian, and English.
- Track original documents, transcripts, translations, and verified language versions within the case database.
- Ensure that language-related records remain properly linked to their source materials and that the status of transcription, translation, and verification is documented.
Information Security and Redaction
- Implement appropriate information-security measures, access controls, and procedures for handling sensitive information.
- Safeguard confidential evidence and apply witness-protection measures in accordance with applicable requirements.
- Manage the redaction of sensitive, identifying, or classified material in line with judicial protective orders and Do-No-Harm principles.
- Help ensure that evidence is shared and disclosed only through authorised processes and that sensitive information is protected throughout the case-management lifecycle.

Candidates should be able to demonstrate how they have used such systems to organise, retrieve, manage, or analyse complex datasets.
4. Digital Evidence Management
